London’s Covent Garden is a busy area, with scores of tourists exploring its offerings. However, the antics of workers toiling high above the sidewalk could have quickly turned a great vacation into a nightmare. The scaffold they assembled had no guardrails and no fall protection, which meant that a worker or a pail full of material could have easily fallen onto people or traffic below. A concerned citizen photographed the scene and contacted the UK’s Health and Safety Executive (HSE), which fined the company the equivalent of $11,000 for breaching working at height regulations.
